Typically, your herbs will contain a certain amount of moisture, it is this moisture that is used as a “carrier”, i.e. to transport the active substances to your lungs, i.e. you heat the herb to a point where the moisture in the herb is released without igniting it, so you get rid of the harmful smoke, but still benefit from the active substances.
